Welsh journalist Gareth Jones, after gaining fame for interviewing Adolf Hitler and due to his connections to former Prime Minister Lloyd George, manages to get the UK`s official permission to travel to the Soviet Union. He attempts to interview Stalin but hearing about widespread devastation in Ukraine, he focuses instead on uncovering the truth behind Stalin`s propaganda machine. After learning of Holodomor, the man-made famine that killed millions, Jones becomes the first person to report on it. This coverage comes at a risk, however, not only to him but also his informants.

Berlatarbelakangkan tahun 1933, sebelum Perang Dunia Kedua. Gareth Jones, wartawan dari Wales yang terkenal selepas menemu bual Adolf Hitler, pergi ke negara-negara Kesatuan Soviet selepas mendapat kebenaran rasmi United Kingdom dari kenalan kerajaannya, Lloyd George. Setibanya di sana, dia cuba untuk menemubual Joseph Stalin mengenai perkembangan ekonomi di sana. Walau bagaimanapun, dia disekat untuk memasuki Moscow ketika cuba menyiasat kebenaran di sebalik propaganda Stalin. Dia kemudiannya pergi ke Ukraine dan mendapat tahu mengenai Holodomor, iaitu peristiwa pembunuhan dan kelaparan beramai-ramai.
